Regulation of The Debate

  1. GENERAL EXPLANATION OF ASIAN PARLIAMENTARY DEBATE
Debate is a group competition which tests each  participant’s knowledge and their ability in giving arguments in order to support their motion. This competition will use the Asian Parliamentary format, where two (2) teams –consisting three (3) speakers each– will be competing against each other.
A debate is held between two teams of three members each. These two teams will be referred to as the Affirmative and the Negative. Members of each team are assigned positions as 1st, 2nd, and 3rd speakers. For each debate, a motion is given. After the motion is given, teams are given twenty (20) minutes to prepare for each debate.
Each of the speakers will deliver a substantial speech of seven (7) minutes duration and either the 1st or the 2nd speaker on both sides will deliver the reply speeches for their teams. Reply speeches will be four (4) minutes. In substantial speech, the opponent can deliver Point of Interruption (POI). The POI is conducted since the first (1st) minutes has been knocked and up to the sixth (6th) minutes.

Thus, the complete order of speaking during a debate is as follows:
·         1st Affirmative – 7 minutes
·         1st Negative – 7 minutes
·        2nd Affirmative – 7 minutes
·         2nd Negative – 7 minutes
·         3rd Affirmative – 7 minutes
·         3rd Negative – 7 minutes
·        Negative Reply – 4 minutes
·        Affirmative Reply – 4 minutes
Time for POI :
·         0-1min Protected from POIs
·         1-6min Open to POIs
·         6-7min Protected to POIs

B.     RULES AND REGULATIONS 
I. ELIGIBILITY
1. The debaters are eligible to participate in National English Education Debate (NEED) UMY, only if they are enrolled as full team students as university students in Indonesia, proven with the letter from student’s institution.

2. Each team in NEED UMY consists of three members. All members of a team must be enrolled in the same university. The committee would not permit the competitors from different major to participate, even in preliminary round.

3. Every participant should formally fashion outfitted with no t-shirt or slipper.

4. The Tournament Director reserves the right to investigate the legitimacy of any person or institution participating in NEED UMY and reserves the right to expel any team or person who is bona fide cannot be established to this satisfaction.

II. FORMAT OF THE CHAMPIONSHIP
1. National English Education Debate (NEED) UMY 2012 is conducted in two days
a) The First day (The Preliminary Round)
b) The Second day (The Elimination Round)

2. In the preliminary round, there will be 3 rounds of debates. This round will adopt the half competition system and for the elimination round will adopt “Breaking Slide matching”.

3. All teams will start on an equal placing with the pairing for the first round being done randomly by lottery. For the subsequent rounds, the teams will be graded on the basis of the results of all the preceding rounds of the phase. The following grading criteria will be considered in decreasing order of priority.
a) Victory Points (Win-Loss Record; 1 point for a win, 0 point for a loss).
b) Cumulative Total Team Score
c) Cumulative Margin (Difference of cumulative marks in favor of and against the team).
d) Computer Randomization.

5. The top of eight teams at the end of three rounds of the preliminary round will qualify for the elimination round.

6. Three elimination rounds namely the Quarter Final, the Semi Finals and the Grand Final, will decide the winner of NEED UMY 2012. Tournament Breaking Slide (best meets worst i.e. Team I at the end of three preliminary rounds meets Team 8, Team 2 meets Team 7 and so on) will be employed in this round of NEED UMY. The winner of each round proceeds to the next round.

7. There would be no additional time for motion preference and case building for those who are late.

8. There would be no replacement of debater in case one member of a team cannot join the match. The uncompleted team  may only compete in preliminary round and automatically not eligible to join the elimination round.

9. A team will get walked out (WO) for being late in maximum 15 minutes after case building finished.

10. Debater is not allowed to leave debate room during the match.
